Some members of a volunteer organization take it upon themselves to make sure the other volunteers are happy, including but not limited to being sexually satisfied.  (Likely other forms of physical affection, like hugs or cuddling, too.)  Ultimately the goal is to maximize productivity of the organization through both happiness and camaraderie.

I suspect there exist organizations that do successfully operate like this, but the services are kept well concealed and underground.  (Rock star groupies may be the one visible exception.)

You don't need skills directly relevant to the organization.  It seems impossible for an organization to officially recruit volunteers for such a role.  It is considered socially shameful to be good at such a skill.

There remains the more complicated task of designing an organization, selecting members and expectations, in which everyone is on board with things functioning like this.  Jealousy will likely rear its ugly head.
