Design a Jack and Jill partner dance competition so that the contestants are judged by their partners: the true spirit of Jack and Jill: make an unchoreographed routine work between the two of you. The contest is to reward not merely technical skill but how enjoyable the other person is to dance with. The trick is, to provide incentive to truthfully judge, dancers get assigned more dances with people they judge higher; it is not uniform random pairings. Also collaborative filtering: you get matched with those similar to those you judged higher.
The Stable Marriage algorithm might be useful.
Strategic voting might become a problem. Multiple rounds with people eliminated each round might help. It might be a long contest, running concurrently with social dancing among the non-contestants.
People enjoy dancing with certain other people for reasons completely unrelated to dance: this could be considered a bug or a feature.
