[bcwsjhxx] intelligent schools of lantern fish

lanternfish exist in extremely large numbers and communicate with each other via bioluminescence.  this seems enough components for a brain.  each fish acts like a neuron or transistor.  there probably needs to be some way for fish to relay signals between two fish not within line of sight of each other.

are they collectively intelligent?  if not, why not?  if thought does happen, it likely happens very slowly.

what other collections of organisms might be intelligent?  insect colonies.  "The Hidden Life of Trees" and "Mother Tree".  Gaia hypothesis.  collective intelligence might not be made of biological components.
