Encourage travel for pleasure by young people on opposing sides of a conflict to the same resort-type destination (perhaps a neutral venue -- places that like to attract tourists often try to remain neutral for their business interest anyway), so that they will meet, mingle, and maybe form relationships.
American Spring Break, perhaps to Mexican or Caribbean or European destinations if the animosity is too high, might work. Gap Year might also work.
Travel grants by an organization dedicated to peace, trying to identify the most hook-up prone applicants, or who might have the most political impact in the future.
Hopefully the plan doesn't backfire and form lasting hatred.
