[higvywiv] Producing a low speed particle

Two beams of a particle accelerator collide and, by chance, certain momenta cancel out, kinetic energy gets converted into mass, and a nearly stationary particle gets produced (among other many other high speed particles).  How often does this happen?

Inspired by the fear of stationary micro black holes, something that cosmic rays colliding with the atmosphere probably cannot not easily produce.
