[lqaidotl] Commercial copyright in the absence of noncommercial

One potential problem of eliminating noncommercial copyright infringement is the problem of licensing becomes a lot smaller (namely, only for commercial use) and consequently there is less incentive to solve the problem well.

Bad solutions, probably ad hoc bilateral agreements between large corporations who can afford lawyers, will form, creating giant barriers to entry to anyone else wanting to start a business that requires licensing copyrights.  Compare this to how relatively simple musical composers' mechanical licenses currently are.
