A person has only limited resources: time, money, mental capacity. After expending some on basic necessities, some portion of the remainder (if any) can be devoted to participating in the political process.
This need to subtract a baseline results in much greater political inequality than would seem evident in comparing wealth or income. I could easily imagine someone with 10 times more wealth having 100 times more political power: (10*w)-b = 100*(w-b), where b=10 is the baseline, w=11 is the wealth of the poor person (barely scraping by) and 10*w is the rich person.
Examine what would happen if one could vote with money.
