Create a web application with a single interface that is as easy to use by a human as by a computer accessing it via a script.  This is very difficult with existing tools and infrastructure, even if the service provider wants to make it so.

Making the interface accessible (to the blind) might be a useful path.

But the best idea I can think of is a Shell In A Box command line.
