WWV and WWVB radio stations broadcast whether Daylight Saving Time is in effect.

in contrast to the scientific passage of atomic time and leap seconds, DST is a political value.

imagine civil war breaks out, and two governments, both claiming to be legitimate, enact conflicting regulations about DST.  they fight for control over whose DST value gets officially broadcast.  both governments target their nuclear weapons on the radio station operators.

leap seconds are also sort of political, but earth orientation parameters, what astronomers actually care about, are not.  we could imagine the radio stations switching to apolitically broadcasting TAI and earth orientation parameters relative to TAI if global thermonuclear war threatens to arise over UTC and leap seconds.
