After guns are outlawed, outlaws will turn to (are already turning to) cars as the most effective tool for mass murder. What modifications to cars can they do to cars to make them more deadly? Are those modifications tightly regulated? Probably bulletproofness. Protective front bumpers frequently seen on pickup trucks.
