Basic science is a public good, so suffers from the free rider problem.  One country can use another country's production of basic science.

To avoid free rider, create treaties that require all signatory countries to invest in the production of basic science information, perhaps through funding of higher education of certain fields.  This is a positive sum game.

Define basic science broadly and operationally: information that is useful to other people but difficult to get or enforce intellectual property protection.  Philosophy.
