Create a device: water and electricity go in one side, pressurized hydrogen gas comes out the other.  This is probably not too difficult, use electrolysis.  Motivation: helium canisters for inflating balloons are bulky and expensive.  Sometimes the flammability and explosion risk is acceptable or even desirable.
