On further thought, sending revenue generated from fines up the government hierarchy will not work to prevent corruption because the upper layer of government will respond by giving preferential treatment to the lower ones who generate a lot of revenue, restoring the perverse incentives.
Let the value of the fine be inversely proportional to the probability of getting caught.
