As a result of the Citizens United and McCutcheon rulings, would-be terrorists unhappy with U.S. policy, often international policy, potentially have new avenues to seek change in such policy in the form of lobbying and political donations, an avenue they may pursue instead of bankrolling violent acts of terrorism.

  • Measure whether the rate of terrorism decreases with these increases in free speech.
  • Measure whether U.S. policy shifts toward positions advocated by terrorist groups.
  • Measure, through surveillance or interrogation, whether terrorists cells are aware of and seriously newly considering campaign contributions as an alternative to violence to achieve their goals.
