[muetxxgn] Concentrate on the important issues

Design mechanisms in a democracy so that the populace's effort in debate in spent on the important issues.  However, avoid the many many forces which will try to game the system.

Observed in the status quo has been not the best idea winning, but the person who can control the topic of debate.

The founding fathers feared democracy as mob rule, so designed insulated upper legislative houses and presidential electors.  Those didn't work out so well.  (Though unclear if the current situation is working that well either.)

Inspired by Same Sex Marriage.  While emotionally gripping, I have heard anecdotes that it very little affects people's lives: they will live and form informal unions whose happiness is largely unrelated to the law.  Compare its importance to climate change.
