Create camera that images neutrinos rather than electromagnetic radiation.  This is not just a neutrino detector, although it will incorporate a detector.

A camera needs a lens.  The only known method to bend the path of a neutrino is gravity, so essentially this is a project to artificially construct gravitational lenses.  I'm not sure what scale is needed but none of them seem easy, based on the gravitational lenses we've seen in nature:

Neutrinos are unimpeded by dust.  Some events (supernovae) emit a lot of neutrinos, so there could be a lot of scientific return if this could ever be constructed.
