Americans have a certain mental imagine in mind for frequent bicyclist, and that imagine is wrong for promoting more bicycle use instead of cars.

Think instead of a little old lady on a bike.  This is in fact frequently seen in other countries which do have high bicycle use.  ("mama-chari" ママチャリ).  Design bike safety rules of the road (and sidewalks) around her.
