There is a turf war going for GUI and window manager elements for the edge of the screen.
Some elements, like a clock or status bar, want to be always visible but are generally not clicked. Other elements, like a menu bar, want to be easily accessible to be clicked on, and Fitts's law applies.
We divide the outer edge of the screen into two rings. The outer ring contains the elements that generally not clicked on. The inner ring contains clickable elements. The mouse cursor stops at the inner ring, and does not continue through to the outer ring, allowing Fitts's law on the inner ring.
For the rare occasions you do want to click the outer ring, you can move the mouse a lot to get through the "resistance", or use some other UI element permitting it.
