swim anywhere underwater: subnautica
fly anywhere in the sky: flight simulator, minecraft creative mode
travel anywhere in space: kerbal space program, elite: dangerous
(many other examples exist.)
all of these could be combined, though the task still remains to craft an entertaining game amidst all the freedom: fill an open world with cool stuff.
