Imagine world in which hunting humans is legal. Inspired by the designation of Homo sapiens as a species with an official conservation status of Least Concern (definitely Not Endangered).
Of course, this has frequently been done in fiction, but usually with the rich hunting the poor. Invert the trope to design a system in which the only legal hunting is the poor hunting the rich, a variation on the Sword of Damocles, a deliberate mechanism to prevent large imbalances of power in society. Maybe only those trying to avoid being hunted may be hunted (with the obvious paradox resolved somehow).
