Violence occurs where the rule of law is unable or unavailable to resolve disputes. This explains everything from school bullying to international warfare, drug deals gone bad to gang violence, and domestic violence.
Does it explain all violence? There seems to a class of violence, open rebellion, in which a party feels it will be better off through violence than the dispute resolution mechanism provided by the rule of law.
Although this suggests strengthening the rule of law to eliminate much violence in society, doing so creates a fascist state in which the rule of law becomes itself the violence.
