Create a tool, an alternative or addition to apt in the Debian/Ubuntu ecosystem, that when a software package is to be upgraded, provides the ability to view the diff of the source between the currently installed version versus the upgraded version, similar to how the Changelog is viewable now. This seems relatively easy. Best might be to maintain a local repository of the source packages of all currently installed binary packages.
