The tendency of old people to vote in large numbers is usually regarded cynically: a flaw in a democracy in which those who have nothing better to do, perhaps even those whose mental faculties are so declined as to not otherwise be useful to society, are casting the votes deciding how society will be shaped.
Reverse the cynicism: old people have more time available, so make political campaigning courting their votes be of much longer form, allowing them to deeply explore and understand issues to decide how to cast their vote.
Unclear what incentives old people would have to consume such long form campaign material. Perhaps instill a sense of duty.
