[uzakrnfl] Political priorities algorithm

Suppose a political candidate wishes to truthfully express political positions and priorities in a way that can be objectively compared with another candidate doing the same thing.  (Ignore the unrealism of truthful politicians.)  What sort of formal framework could express these positions and priorities so they can be compared?

On one hand, there seems to be too many degrees of freedom that no framework could possibly be expressive enough.  On the other hand, after taking office, the politician will ultimately be doing actions, e.g, voting in a legislature, and the space of actions is relatively small.  One possibility is to give an algorithm which returns an action.

Likely the biggest difficulty is that different issues can be linked in various ways, including political bargaining.

No candidate is trying to do anything even remotely resembling this, which might be a commentary on the brokenness of politics.
