Consider repealing all laws regulating sexual activity, within the idea that it is a subject that a government does a very bad job at. What happens next?
One would initially expect rape would skyrocket, but then I suspect very powerful, informal, social institutions would fill the power vacuum to prevent it. What would they be? The critical question: is the end result worse?
We might seek an answer by examining anarchic current and historical societies with governments nonexistent or too preoccupied with other things to be regulating sex. However, we might discover the first (and perhaps only) purpose of government is to regulate sex, though perhaps by indirect means. Also, it might not be useful to look at a government regulating nothing (anarchy) to predict what happens when a government chooses only to not regulate sex.
