The straightforward policy to pull carbon dioxide out of the atmosphere is to provide incentives to grow trees. What should be the incentive rate? What should be measured? I'm guessing tree biomass, but worry there could be significant gaming of the system. It's also rather difficult to measure. Can technology help?
