Consider constructing a nuclear power plant at the bottom of the ocean. Good that it is far from people in case of an accident, but we worry about ocean currents, the analogy to wind and weather aboveground.
Ambitiously, consider constructing at the bottom of a trench. Over geological time, accidents and nuclear waste will simply get subducted into the mantle (only to emerge in volcanoes years later?).
We certainly need technologies of robotic underwater construction, maintenance, and, in the event of an accident, cleanup. These seem nowadays soon to be possible.
