Suppose there were a way to make people reveal how much of a vote people in some other class, for example, a certain race, ought to have. I have no idea how to do this but imagine there may be clever techniques.

Then, we have a quantitative measure of the inequality present in society and can periodically measure it to determine if we are actually improving.
