Upload a video to a sharing server so that it becomes immediately available to viewers, in contrast to the many hours it takes to upload to Youtube nowadays. The trick is that, at first, the video is only available at low quality, then, as more bits get uploaded, the quality improves.
Possibly useful if the uploader might have internet cut off at any moment by a fascist wishing to prevent the video from being seen.
Perhaps a live stream at low quality but eventually an archived high quality stream.
The uploading client software must transform the video before uploading. Perhaps send the low order coefficients to the Fourier or wavelet transform first. The server must reverse transform.
