If recreational drugs were legal, commercial companies would be producing them, competing with each other to produce better drugs, for whatever "better" might mean.
Such competition would likely be a boon to neuroscience research as companies seek to better understand the brain and exactly how the many pathways of pleasure operate. Such research would likely have peripheral results unrelated to recreational drugs but useful to society, such as for the treatment of depression and other mental illnesses.
If the research and innovation efforts of current pharmaceutical and tobacco and alcohol companies are any indication, we are missing out on a mind-boggling amount of neuroscience research.
