A law gets passed requiring businesses to disclose some information, to operate more transparently. Perhaps information in labeling a product. (Inspired by allergen labeling.)
Reward businesses who were already in compliance before the regulation, ahead of it becoming law. The longer they were disclosing before it passed, the greater the reward.
Game theoretically leads to businesses voluntarily operating transparently in hopes of a large reward someday, and in lobbying for more transparency in order to collect the reward. This is ultimately good for consumers.
