A country needs to decide whether to surrender a war, ideally before the war even starts to minimize casualties before the inevitable outcome.

Unfortunately, an extended period of peace makes such calculations difficult, because conditions have changed, perhaps military technology has evolved, so you can't easily tell if what worked or failed last time will work or fail again.
