[osrbtxbz] Web requests returning additional metadata

Let the protocol for an network request for data A always expect a response of a tuple (A,B), where B is additional information that may be useful to the requestor.  This is especially for when one entity does not control both sides of the communication.

The requestor may ignore B, at its own peril.
