[yceixnyf] Court decisions with predictions

Two aspects of the Constitution are in conflict: an appellate court must decide which is more important.  (Either direction can be justified.)

Let the opinions on each side be required to have predictions.  If, later, the predictions turn out to be incorrect, review (and consider reversing) the decision.

Also, permit circuit split to persist for extended periods of time.  We can observe the outcomes of both sides.
