For every vote a legislator casts, let the reasoning behind the vote also be recorded (kind of like appellate court opinions). Most importantly, let the reasoning be dependent on the advice of experts making measurable predictions of what will happen (whether it is good for the country) if the legislation passes or does not pass.
Then, over time, one can grade experts on their ability to make good predictions, and grade legislators on their ability to discern good experts.
