26 spigots above emit precisely timed drops of water, corresponding to letters in sequence. A "listener" stands under the fountain, getting wet, but being able to feel the pattern of words as they land on him or her.
Perhaps 26 is not the best encoding. It could be as few as 1 for Morse code. 6 for Braille.
Draw it on a display, and see words go by as patterns of moving dots.
