Wealth provides power. Just application of power requires transparency. Therefore, require spending by the wealthy be a public record. This is a radical change from the status quo.
Everyone may spend up to (say) $100,000 privately per year. Each transaction beyond that must be publicly reported in detail.
Let this apply to corporations as well.
Wherever there is a hiding of price, there is a power difference being exploited.
