A whistleblower in the government leaks classified information to the press and public. I don't think this should be prosecuted and punished using the same laws as espionage, where the information is transferred and kept private.
There is always some benefit to more government transparency, which should offset some of the severity of the crime.
Militarily, if the information is leaked publicly, then those who wished to keep the secret KNOW the secret is out, which is a better situation than not knowing.
