Televisions could be sold not completely unlocked, but locked down to "current" FCC standards for permissible content. This allows the technical possibility of truly free speech in broadcasting, so long as it is appropriately flagged. To access all programming (is there a market?), the buyer of the TV needs to follow instructions to purposely manually unlock further, indicating a willingness to be shown content previously censored by the FCC.
All new TVs are required to have parental controls (do they?). All TVs for broadcast (over the air) reception need to be new enough to receive digital TV. (Don't know about converter boxes.)
