A highway exit is backed up, causing the right lane of the highway also to become backed up. This is inevitable.
But, the impatient driver who intends to exit at this exit, attempts get ahead of the traffic by driving a while in the left lane, and then cutting in to the right exit lane nearer to the exit. Unable to cut in, the driver stops in the left lane, waiting for a hole or gracious driver in the right lane. This causes the left lane to also become backed up, blocking the entire highway, interrupting through-traffic flow, affecting dozens if not hundreds of cars behind.
Better highway design, new laws, etc., may be able to solve this problem, but I propose public humiliation. As highway exits tend to have bridges overlooking, let a vigilante set up a camera, looking for the repeat offenders, noting license plates. There is no expectation of privacy on a public road, though people drive as if anonymous.
