I speculate that people do work that they are not compensated for, that some people benefit from other people's work without having to compensate them. They aren't compensated as practicality and actuality of the law -- too expensive to do it right. I further speculate that these errors in distribution affect poor people more. Thus liberal income redistribution can be looked upon as a proper correction toward the actual income distribution that would have happened had the law and the implementation of property been perfect and costless.
