For real security, you cut corners (cut costs) until the security degrades to the level of security you want, and cut no further.

But for security theater, which provides no actual security, there is no bottom on how many corners you can cut, not affecting the security level.

Replace the multimillion dollar nudie scanners with cardboard props.  People will still feel just as safe.
