[soklgchl] Pro choice as a weapon

A genocidal maniac would like to eliminate an entire race of his or her enemies.  However, killing them off directly would be politically unpopular and vulnerable to war crimes prosecution.

So he or she embarks on the most elaborate Evil Mastermind plot ever, engineering a society where women always have the right to abortions, and setting up socioeconomic conditions so that women of the enemy race will voluntarily choose to have abortions more, and so reproduce less, ultimately -- over many generations -- voluntarily aborting their race out of existence.  Victory achieved.

Of course, this would be impossible to do in the real world, so write some entertaining science fiction.
