[ycdqrovh] High text density substitution

What monoalphabetic substitution "cipher" (though the key will be public) results in the greatest English text density in proportional font?  Frequently used letters should probably become i and l, infrequent ones m and w.  Possibly squeeze out just a little more by examining common bigrams and trying to get them to map to kerning pairs.
