the sun is brightest at perihelion (approximately January 3), and furthermore, the sun is brightest when it is overhead, passing through the least amount of atmosphere.
on perihelion day, what latitude experiences the sun directly overhead (passing through zenith)? because January 3 is very close to the December solstice, it is some southern hemisphere latitude just slightly north of the tropic of Capricorn. it's not at the tropic of Capricorn, because the sun overshoots.
clouds and elevation also affect sun intensity.
