With multi-megapixel photographs and HD video being the common media objects being shared nowadays, each type of object necessarily a large amount of data, it seems prepending a media decoder program to each image wouldn't add much overhead.
The goal is to easily deploy new technologies (algorithms) of image and video compression.

We do want to bundle the image decoder and image data together so they can't get accidentally separated.
