[mizfstsj] Having to code switch

An organization decrees a code of behavior for its members.  Such a code is inclusive for those who naturally or natively behave that way and for those who code switch to behave that way.  It excludes those who cannot code switch, and those who can but choose not to.

Examine who falls into which group, which may reveal the underlying prejudices of the code of behavior.

Particularly interesting is the last group, those who can code switch but choose not to, perhaps on the justification of, "Why should I be forced to code switch?", perceiving the requirement to code switch as a slight against their native culture.  Among people who can code switch, what determines which people do?  Which people perceive it as a slight?
