[hcscrfpi] Government enforced anarchy

In the absence of a strong government, organized crime will usually come to exist to fill the power vacuum, e.g., warlords.  If a government wants to prevent organized crime but otherwise regulate little (permitting freedom), what should it do?  Organized crime doesn't always come to exist in anarchy; when does it not?

Possibly useful for local government.
