Create a standard for wireless internet access point names so that certain names, perhaps certain prefixes, must provide uncensored access without needing a login or password. This allows easier deployment for wifi-speaking devices without any user interface (for selecting an AP and entering password or completing other login procedures).
This might be easily done with trademark.
Consider regulations or other incentives encouraging people to create wifi hotspots meeting the requirements.
Or, devices could be hardwired to try every open access point, remembering what is good.
