Create an online payment method which requires multifactor authentication. We seem so close, but not quite.
Inspired by Paypal: completing an online transaction requires going to Paypal and authenticating.
One way would be to be able to set up a credit card restricted to a white list: only the specified merchant, an online payment broker implementing multifactor authentication, may make charges to the credit card. All others are rejected.
